Thesis

Power-outage risk shows up inside coverage, treaty, site, capital, and resilience decisions long before it shows up on a control-room screen. Operating principles

  1. Claim discipline. No accuracy claims on the public surface. Per-county-day probabilities are forecast outputs, not performance claims. AUC, calibration, ECE, and backtest summary statistics are withheld until external validation completes.
  2. Buyer privacy. Customer names, signed pilots, and portfolio-tuned outputs stay private. NDA scope begins at sample data and continues through audit deliverables. The public site does not name customers.
  3. Methodology transparency. The dashboard renders a methodology card behind every tile. Each card names inputs, sources, source latency, and known limitations beside the conclusion they bound.
  4. Validation posture. External validation is in progress. Every limit shows up beside the conclusion it bounds. The methodology is developed against historical county-level outage records.
